As the Industrial Water market has exploded due to the increased demand of consumer goods during the pandemic, Haskell is seeking a Preconstruction Manager who will ensure that its newest and fast-growing division maintains its momentum.
The Preconstruction Manager is responsible for leading estimating efforts, constructability reviews and value engineering during the earliest stages of projects. They also will assist the project team with subcontract negotiations and purchase orders.
“The major role is making sure the numbers are right on the contract,” said Steve Rampulla, Director of Preconstruction Services for Haskell’s Infrastructure & Transportation (I&T) Group. “A lot of our work at Haskell is design-build or construction management at-risk (CMAR) delivery, so we often set a number on 30% design documents. Having the ability to forecast what's missing in those documents and put together the actual number accurately is imperative.
“What our preconstruction group does is the fuel for the engine, and we definitely take pride in being able to develop a highly detailed estimate at a minimal design level.”
Haskell long has been a trusted partner in the Water/Wastewater space. Rampulla joined the company six years ago to form the I&T Preconstruction operation, aimed at providing more efficient, effective projects and a better client experience.
That group has grown quickly from two team members to 20 and has supported the I&T group since its formation. But an expanding client base and projects that are growing in size and scope have created demand for a professional focusing on our Industrial Water clients.
Rampulla says that those with experience in governmental water projects and knowledge of design-build and CMAR delivery will have the know-how to work on the industrial side, but they will need to be ready for a faster pace.
Haskell’s Industrial Water Division primarily serves clients in the Consumer Packaged Goods (CPG) delivery group, which includes its Food & Beverage Division, ranked by Engineering News Record as the nation’s No. 1 contractor.
“Industrial projects are quicker to go to contract than municipal projects,” Rampulla said. “There are quicker construction completion dates, too. Clients want to have construction complete in a fairly tight timeframe. With CPG projects, it’s all about speed to market.”

The successful candidate will have a Bachelor of Science Degree in an accredited construction-related curriculum, such as Civil Engineering, Construction Management or equivalent, as well as five years of experience; or eight years of relevant experience in the construction industry.
