Competition for federal construction contracts is fierce, and Haskell’s Federal Division is seeking a skilled Technical Proposal Writer (TPW) to work with its pursuit teams in developing responsive, technically compliant, compelling and persuasive content for responses to government requests for proposals (RFPs) and requests for qualifications (RFQs).

There’s a great story to tell.

A pioneer in integrated design-build project delivery, Haskell has successfully performed architectural, engineering and construction services on a wide range of facilities, including specialized and mission-critical aviation, secured and Sensitive Compartmented Information (SCIF), headquarters, support, and maintenance facilities throughout the U.S.

More than 80% of government RFPs and RFQs require a technical proposal, which can outline an architectural solution, an engineering solution or simply a general approach to the project.

“We need someone who can take the information from architects and engineers and weave that into a story that our audience can understand,” Director of Project Development Matthew Ferguson said. “Even though they ask us for an engineering solution, most of the time half the people on the board reviewing the proposal are not technical people. We’re looking for someone who can help us bridge that gap.”

Background as a project manager, experience dealing with the Department of Defense and/or talent and a passion for writing are ideal characteristics for applicants. The successful candidate will collaborate with pursuit teams of marketing, project directors, estimating, scheduling and design professionals to develop compelling narratives while adhering to strict government guidelines.

Proposals can range from 10 to 40 pages and are created on a production cycle of 30 to 45 days.

“We get high marks on our proposals, but this will up our game even more by introducing a higher level of consistency,” Ferguson said.

In addition to providing a highly collaborative and fast-paced environment, Haskell operates with the direction of six strategic pillars, the first of which is to “Provide Team Members the BEST Job of Their Lives.” It offers a robust benefits package that includes a 401k match and an Employee Stock Ownership Plan (ESOP), which creates stock ownership for everyone who is full-time.

But the highlight of the Technical Proposal Writer position, Ferguson said, is the same thing that makes it challenging: the competition.

“I'd say the best part is the pursuit,” he said. “There's so much energy in putting these proposals together, because it’s a full-on competition. If you don't have a feel for competition, this is not for you. You’ve got to be someone who really loves and gets energized from winning projects.”
